At the end of last issue, Hawkeye made a bold statement to the press: "We're going to capture the Masters of Evil!" And now the Thunderbolts have to back up the talk! When the Masters of Evil begin tearing up a small town in Nebraska, the T-Bolts dash eastward to engage them! But it's a trap! The Crimson Cowl creates a massive tornado in the town and then quickly departs with her team! Thus leaving the T-Bolts to save the local citizens! Perhaps a special citizen (aka Citizen V) will help them! Flashback cameo by Arnim Zola to explain how Charcoal received his powers.
